Purpose of the job

Provide strategic and technical support for the mainstreaming of gender into all organisational programmes and operations including the implementation of strategic targeted initiatives to promote gender justice.

Key performance areas for each objective                                                                                                    

  • Drives gender mainstreaming in organisational programmes and operations
    • Develops, in consultation with the Project Management Unit (PMU) manage, and reviews gender strategy which informs the mainstreaming of gender equality in programmes and operations.
    • Provides gender strategic inputs into programmes and operations
    • Supports the review of  organisational policies for gender sensitivity
    • Identifies strategic gender opportunities across programmes
    • Organise and/or facilitates gender training for FHR and for partners
  • Establish and maintain strategic partnerships and contribute to advocacy initiatives
    • Supports the PMU Manager in collaborations, partnerships and networks with key stakeholders in the gender sector, including global and regional networks and multi-lateral institutions
    • Contributes to collective advocacy initiatives at national, regional and global levels, advances key gender equality positions and contributes to policy papers, standards and tools
    • Works in partnership with other teams o ensure alignment with prevailing external trends and innovation in the field of gender
  • Oversee and manage strategic gender projects
    • Provide technical support and expertise in the implementation of initiatives/project to promote gender justice within socio-economic rights
    • Liaise with the PMU Manager in managing  targeted strategic projects that promote gender justice
    • Provide insight and analysis of gender issues in the sector in South Africa and report within FHR on key developments as and when they arise
    • Manage Call for Proposals, including participating in the assessment process and managing the contracting phase with successful grantees.
    • Negotiate contracts and oversee implementation of services provided by independent contractors, including the delivery of the capacity building programme and other tasks associated with providing support to the sector where Service Level Agreements (SLAs) are the agreed mode
    • Complete monitoring visits to grantees and compile analytical reports of such visits
    • Receive and review reports (narrative, financial and KPI supporting evidence e.g. attendance registers, etc.) from grantees or service providers to ensure that they comply with contractual obligations
    • Write report to Grants Unit to release next tranche
    • Write and finalise required reports to FHR management and prepare contributions to donor reports
    • Provide programmatic support to grantees
  • Coordinate and implement compliance to the Grants Projects Register and completion of all relevant information
  • Knowledge Management Support
    • Work in close collaboration with the Knowledge Management Unit (KMU) and ensure the design of the system meets the Unit’s requirements
    • Complete all information in the tracking system and ensure that all information is up-to-date
    • Contribute to core publications, articles and panels to share research results and practice
    • Together with the PMU Manager, develop gender knowledge products for various target audiences and supports research to inform programming with FHR
    • Participates and engage in relevant fora, conference, media and other relevant gender platforms
    • Assist the KMU with conducting monitoring and evaluation
    • Work with the KMU to develop appropriate mechanisms for monitoring & evaluating the work of the Gender Programme (for grantees, service providers and the programme area as a whole)
  • Lead and/or undertake research, compilation, analysis and evaluation of gender dimensions of socio-economic and humanitarian issues and advise senior management, program staff and partners on the design and development of policy and program interventions.
  • Fundraising
    • Develop relationships with potential and existing funders
    • Identify funding opportunities for gender justice work
    • Develop proposals to secure funding for gender strategic initiatives

Administration

  • Provide necessary reports as per requirements
  • Manage all documentation (electronic and paper) in accordance with the FHR record filing protocols and systems
  • Ensure that information on the Grants Project Register database is accurate, updated and that reports are accessible and are produced and analysed as and when needed
  • Provide necessary progress reports as per requirements
  • Ensure that the administrative work completed by Project Officers or other staff working on the Human Rights Awareness programme area is accurate and performed within agreed timelines 

General

  • Attend and participate in staff meetings, organisational reviews and planning as well as other meetings that relate to the work of the FHR
  • Attend to other human rights work of FHR, as delegated
  • Engage in all other activities of the FHR as and when required

Job Specification

Education

  • Bachelor’s degree in a relevant discipline in Social Sciences (Gender Studies), Development Studies, Public Policy, International Relations, Law, Sociology or relevant field
  • Postgraduate degree would be an advantage in a relevant discipline as described above

Experience

  • Experience of the NGO/CBO and human rights sector with strategic expertise in gender equality mainstreaming
  • Working knowledge of and commitment to human rights, especially in South African context
  • At least 5 years relevant working experience
  • Demonstrated experience of working in an environment with a variety of stakeholders

Knowledge and skills

  • Strategic Thinker
  • Excellent verbal and written communication skills
  • Familiarity with the NGO/CBO sector
  • Good knowledge and understanding of national and international legal and policy instruments on gender and women’s rights
  • Research experience especially in the area of Gender Justice
  • Good knowledge of sexual and gender-based violence (SGBV) international and local best practices
  • Experience in SGBV Programming
  • Experience in working with local, regional & international level actors
  • Ability to relate to people at all levels, from government to community-based organisations
  • High integrity
  • Ability to work as part of a team and adhere to  deadlines and set priorities
  • Demonstrated ability to take initiative and work independently
  • Good interpersonal skills
  • Computer literacy skills

Languages

  • Fluency in English. Knowledge of other local languages is always an advantage.

  • This is a fixed-term position without any expectation of renewal or permanent employment.
