The Foundation for Human Rights (FHR) is an indigenous grant maker established in 1996 through an agreement entered into between the South African Government and the European Union. The overall objective of the programme is to contribute to the building of a democratic state and society in South Africa, based on the rule of law and social justice as prescribed in the Bill of Rights.

The Foundation, in partnership with the Department of Justice and Constitutional Development, is engaged in the AJPCR programme funded by the European Union through Sector Budget Support. This programme is intended to strengthen democracy by improving access to justice and promoting constitutional rights among all South Africans. As part of this programme, the Foundation is commissioning an evaluation to assess the design, implementation and the results of the programme in order to determine its relevance, efficiency, effectiveness and impact in the context of its stated aims. The main purpose of the evaluation is to provide a comprehensive overview of the entire programme and to allow the Government of South Africa and other stakeholders to make an independent assessment of the performance of the programme, to identify key lessons learned and to propose practical recommendations for future programmes.

Programme Evaluation practitioners with proven experience requisite qualifications in evaluation of Overseas Donor Aid Programmes in the Human Rights or Rights Based Development sector and working among marginalised communities are invited to submit proposals to conduct this evaluation. A detailed Terms of Reference is available on the Foundation website (www.fhr.org.za).It may also be requested by emailing Evaluation. AJPCR(at)fhr.org.za.Applicants must complete an submit applications ,as per the guidelines provided in the TOR,  to the 8th Floor, 209 Smit street, Braamfontein, Johannesburg. Proposals must reach the Foundation not later than 16h00 on 6 June  2014. Applications that are posted before the deadline, but received by FHR after the 6 June, 2014 will not be eligible for consideration.
